“Their journey” must be disrupted and it would help to slash benefits as well…as well as directly linking ALL aid, travel, etc. to a country’s willingness to take back its citizens without delay.

Fine, the V4 Report is all for increasing sentences for smugglers but it will not do much so long as the illegals are allowed to stay.
New smugglers (including some new arrivals themselves) will always appear in order to be paid large sums by illegals for their services.
To slash the migrant demand, one has to punish the illegals also. Currently, the illegals are rewarded for their investment and know they have little chance of being sent back; hence, a dangerous precedent has been set and more will keep coming.
One way to break this cycle is to implement immediate returns to the countries of origin; thus, sending the illegals back without their money. This would send a clear message to future illegals thinking about planning “their journey”.
Don’t come, you will forfeit your investment and will not stay.
This would also involve linking ALL foreign aid, travel, etc. to a country’s willingness to take back its citizens with no delays or tricks…regardless of the COVID situation.
In addition, we see no reason to retain member status in the Council of Europe (and its court, the ECHR), which often handcuff members from properly defending borders or deporting illegals.
The welcome culture is the problem. Slashing benefits, pushing-back to deny entry, and deporting as one sees fit would be the best place to start.
A free country must always retain the sovereignty to defend its national security interests without the interference of international bodies.
If not, they are not really free.
